穗 began as 'to pick grain'. 禾 grain is the meaning part, and 惠 huì supplies the sound, sharing the rhyme. From picking grain the sense moved to the ear of grain, then to a fringe or tassel. The later use as a short name for Guangzhou was borrowed for its sound alone.
