罗 is a short form of 羅, which once drew a net 罒 and a bird 隹. That gave the first meaning, 'bird-catching net'. Silk threads 糹 were added later, and the simplified form uses 夕 as a short stand-in for that part. The meaning then grew to 'net' and 'to catch'.
