布 has 巾 cloth as the picture part. The top part 𠂇 was once 父 fù, which supplied the sound. The first meaning was a cloth made from hemp and kudzu. From there it grew to 'cloth, fabric', 'to spread', 'to give alms', and 'to distribute; to declare'.
