关 is a simplified form of 關 and first meant 'border gate'. 關 had a gate 門 plus 𢇇 guān; the simplified 关 leaves out the door to cut strokes. From 'gate' the meaning grew to 'to close', 'latch', 'to link', and 'to turn off'.
